Description:

We are seeking a Data/JIRA Analyst with strong expertise in data visualization and JIRA to join our onsite team in the Washington, DC area. In this role, you will design, manage, and deliver reporting and dashboards that provide clear visibility into Agile program performance.

The analyst will support leadership and delivery teams by transforming complex JIRA data into actionable insights, enabling stakeholders to make informed decisions and track progress against mission-critical objectives. The ideal candidate combines technical expertise in JIRA and related tools with exceptional data visualization and communication skills.

This role is contingent upon funding award and requires onsite presence at the USCG St. Elizabeths campus three days per week.

RESPONSIBILITIES INCLUDE, BUT ARE NOT LIMITED TO:

  • Extract, transform, and manage data from JIRA and related Agile management tools.
  • Develop dashboards, reports, and visualizations for executives, program managers, and delivery teams.
  • Ensure accuracy, consistency, and integrity of program data across multiple sources.
  • Partner with Agile teams and leadership to identify reporting needs and build fit-for-purpose solutions.
  • Automate recurring reporting processes and improve data workflows.
  • Translate technical data into accessible visuals and narratives for non-technical audiences.
  • Support continuous improvement by providing insights into backlog health, velocity, capacity, and delivery performance.
Requirements:

KEY REQUIREMENTS:

  • Bachelor’s degree in information systems, data analytics, or related field.
  • 2–5 years of experience with JIRA administration, reporting, or data management.
  • Proficiency in building dashboards and reports using JIRA (native, plugins, or BI integrations).
  • Strong data analysis and visualization skills (Excel, Tableau, Power BI, or similar).
  • Excellent communication skills with the ability to present insights to leadership.
  • U.S. citizenship and ability to obtain and maintain a government security clearance.

PREFERRED QUALIFICATIONS:

  • Experience in federal government or secure environments.
  • Familiarity with Agile frameworks (SAFe, LeSS, Disciplined Agile).
  • Experience with Confluence, Jira plugins (e.g., eazyBI, Advanced Roadmaps), or APIs for reporting.
  • Knowledge of SQL or scripting for data extraction and transformation.
