Job Description

ERM Director Andrew Morgan Consulting, LLC (AMC) is a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone-certified organization. We are seeking a qualified ERM Director to support a potential contract award with the Veterans Benefits Administration (VBA) Office of Financial Management (OFM) Enterprise Risk Management (ERM) Services . This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results for this opportunity.

RESPONSIBILITIES:

The ERM Director leads the engagement team and provides expert advice, guidance, and strategic support for federal agencies' enterprise risk management (ERM) initiatives. This role is responsible for overseeing the development, implementation, and enhancement of ERM programs, ensuring compliance with federal risk management frameworks, and promoting a risk-aware culture. The ERM Director serves as a trusted advisor to senior agency leadership, leveraging deep subject matter expertise to drive management, organizational, engineering, and business improvement efforts. Responsibilities include: Lead the ERM engagement team, providing high-level strategic direction and oversight for risk management initiatives. Advise federal agency leadership on ERM implementation, risk identification, mitigation strategies, and risk-informed decision-making. Develop, implement, and refine ERM frameworks, policies, procedures, and governance structures aligned with federal guidelines (e.g., OMB Circular A-123, GAO Risk Management Framework). Establish key risk indicators (KRIs), risk appetite statements, and enterprise risk registers to enhance risk transparency and accountability. Conduct risk assessments and gap analyses to identify organizational vulnerabilities and opportunities for process improvement. Integrate ERM with performance management, internal controls, and strategic planning efforts to enhance operational resilience. Foster a risk-aware culture by developing risk training programs, tools, and awareness initiatives across the organization. Engage with stakeholders, including executives, program managers, and audit teams, to ensure alignment of ERM efforts with agency goals and compliance requirements. Monitor emerging risks, regulatory changes, and industry trends to proactively adapt risk management strategies. Provide expert briefings, reports, and recommendations to senior leadership and agency executives. Required Qualifications & Experience: Minimum of 15 years of experience leading ERM programs or engagements, with a focus on federal government agencies. Proven executive experience in ERM leadership roles at large federal agencies (e.g., Federal Chief Risk Officer or comparable roles). Demonstrated expertise in federal ERM policies, regulations, and frameworks, including OMB, GAO, and NIST guidelines. Extensive experience in advising senior federal executives and implementing enterprise risk strategies in complex organizations. Strong analytical and strategic thinking skills to assess and mitigate enterprise risks effectively. Excellent communication, stakeholder engagement, and leadership skills, with the ability to influence decision-making at the highest levels. Preferred Qualifications: Advanced degree in Business, Public Administration, Risk Management, or a related field. Professional certifications such as Certified Government Financial Manager (CGFM), Project Management Professional (PMP), Certified Risk Management Professional (CRMP), or equivalent. Experience in change management, governance, and business process improvement within federal agencies. Familiarity with enterprise risk management technologies and tools for risk assessment and reporting.

SALARY:

Salary is commensurate with both location and experience.
