The Office of the Comptroller’s Bureau of Information Systems provides a full range of technology support services for key business functions and Charter mandated responsibilities of the Comptroller’s Office. These services include technology strategic planning, web site development, graphic design, disaster recovery, systems development, network administration, audio/visual services, business process re-engineering, change management, program management, security administration, service desk, computer operations, telecommunications, and document management. The Deputy Chief Technology Officer (DCTO) for Application and Development is a critical leadership role responsible for the oversight and management of the design, development, and implementation of cutting-edge applications and software solutions. This role will be responsible for driving innovation, ensuring the delivery of high-quality technology solutions, and aligning application development with the organization’s strategic goals. The Deputy CTO will manage a diverse team of professionals, including web developers, .NET developers, project managers, BI developers, QA testers and business analysts. The ideal candidate will have a strong technical background, exceptional leadership skills, and a proven track record of delivering scalable and secure applications in a complex environment. Duties and responsibilities of the position include, but are not limited to the following: Strategic Leadership: Collaborate with the Chief Technology Officer (CTO) and other senior leaders to define and execute the organization’s technology strategy, with a focus on application development and innovation. Team Management: Lead, mentor, and grow a high-performing team of web developers, .NET developers, project managers, BI developers, quality assurance tester and business analysts. Foster a culture of collaboration, innovation, and continuous improvement. Application Development: Oversee the design, development, and deployment of scalable, secure, and high-performance applications and software solutions. Ensure adherence to best practices in coding, testing, and deployment. Project Management: Manage the full life cycle of technology projects, from requirements gathering to delivery, ensuring projects are completed on time, within scope, and within budget. Business Intelligence: Drive the development and implementation of BI solutions to support data-driven decision-making across the organization. Vendor Management: Evaluate, select, and manage relationships with third-party vendors and technology partners to ensure the delivery of high-quality services and solutions. Compliance and Security: Ensure all applications and systems comply with industry standards, regulatory requirements, and security best practices. Stakeholder Collaboration: Work closely with business units and stakeholders to understand their needs and translate them into effective technology solutions. Budget Oversight: Develop and manage the budget for application development and related initiatives, ensuring optimal allocation of resources. Quality Assurance: Establish and maintain robust quality assurance processes for all applications and software solutions. Ensure comprehensive testing methodologies are implemented, including unit testing, integration testing, and user acceptance testing. Monitor application performance and reliability metrics to identify and address potential issues proactively. Foster a culture of quality throughout the development lifecycle.
